The organization must provide the capability of shutting off power to the Voice Video system or individual system components in emergency situations only when communication is maintained for Command and Control (C2) DISN Voice Precedence and fire and emergency services (FES), to include reporting the incident forcing power shutdown.

Vulnerability discussion

This control applies primarily to facilities containing concentrations of information system resources including, for example, data centers, server rooms, and mainframe computer rooms. For Voice Video systems, system shutoff switches must also consider FES requirements for life safety and C2 requirements mandating communications among top-level officials, especially during crisis or emergency conditions. An adversary may attempt to disrupt or prevent C2 communications by creating an emergency situation requiring power shutdown. This is a life-safety consideration for both strategic and tactical locations.

Check content

Review the Voice Video system security plan (SSP) for design criteria for the physical environment of the Voice Video system. Ensure the location (e.g., facility, computer center, operations center, communications room, etc.) is designed to provide C2 and FES communications when the power is shut off in an emergency situation (E-stop). Verify that the incident forcing power shutdown is logged and alerts are sent, even though the systems may be disrupted. If the capability of shutting off power to the Voice Video system or individual system components in emergency situations does not maintain communications for C2 and FES, to include reporting the incident forcing power shutdown, this is a finding.

Fix text

Develop and document in the Voice Video SSP the design criteria for the physical environment of the Voice Video system. The following considerations must be made for Voice Video services provided during and after power shutoff: - The location must be designed to support the highest-level mission-critical decision-making users (DISN Voice Precedence). - The location must be designed to support FES. - The incident forcing power shutdown is logged and alerts are sent.

Pro Tips

Lavender hyperlinks in small type off to the right (of CSS class id, if you view the page source) point to globally unique URIs for each document and item. Copy the link location and paste anywhere you need to talk unambiguously about these things.

You can obtain data about documents and items in other formats. Simply provide an HTTP header Accept: text/turtle or Accept: application/rdf+xml.
