Contingency planning for information systems is part of an overall organizational program for achieving continuity of operations for mission/business functions. Contingency planning addresses both information system restoration and implementation of alternative mission/business processes when systems are compromised. Performing contingency planning on hardware, software, and firmware development can be an effective means of achieving information system resiliency. Contingency plans reflect the degree of restoration required for organizational information systems since not all systems may need to fully recover to achieve the level of continuity of operations desired.
If the Voice Video system provides Assured Service (AS) and DISN Voice Precedence and connects to the DISN WAN for transport, this is applicable. Review the contingency plan for the Voice Video system. The organization must implement dual-homed circuits to two DISN SDNs that take geographically diverse pathways from the CE router to the geographically diverse SDNs. Each circuit must use different facilities, to include cables, demarks, and cross-connects in geographically diverse locations. Geographic and facilities diversity will be maintained on-site and off-site. The access circuit paths must remain significantly separate for their entire length to ensure no single points of failure and no single event could reasonably be expected to cause loss or degradation. If the required dual-homed circuits follow the same path or are close enough to be damaged by a single event, this is a finding.
Develop and document a contingency plan for the Voice Video system that implements dual-homed circuits to two DISN SDNs taking geographically diverse pathways from the CE router to the geographically diverse SDNs. Documentation related to the physical path will be available from the on-site facilities and the DISN core PMO and/or local carrier of the access circuits for the pathways off-site. Any documentation obtained should be copied for future inspections. Any and all changes to the pathways must also be recorded and maintained. Each circuit must use different facilities, to include cables, demarks, and cross-connects in geographically diverse locations. Geographic and facilities diversity will be maintained on-site and off-site. The access circuit paths must remain significantly separate for their entire length to ensure no single points of failure and no single event could reasonably be expected to cause loss or degradation.
