Configure the policy value for Computer Configuration -> Administrative Templates -> Network -> Network Connections -> Windows Firewall -> Domain Profile "Windows Firewall: Allow Remote Desktop exception" to "Enabled" with the IP addresses or subnets defined from which the incoming messages will be allowed (see policy for details). Configure a comparable setting if a third-party firewall is used.
