Outlook can run in a mode that complies with Federal Information Processing Standards (FIPS), a set of standards published by the National Institute of Standards and Technology (NIST) for use by non-military United States government agencies and by government contractors.By default, Outlook does not run in FIPS-compliant mode. Organizations that do business with the U.S. government but do not run Outlook in FIPS-compliant mode risk violating the government's rules regarding the handling of sensitive information.

The policy value for User Configuration -> Administrative Templates -> Microsoft Outlook 2010 -> Security -> Cryptography “Run in FIPS compliant mode” must be set to “Enabled”. Procedure: Use the Windows Registry Editor to navigate to the following key: HKCU\Software\Policies\Microsoft\Office\14.0\outlook\security Criteria: If the value FIPSMode is REG_DWORD = 1, this is not a finding.
